Reland "Renaming AudioEncoder::SetTargetBitrate and SetProjectedPacketLossRate." The earlier attempt of this was in https://codereview.webrtc.org/2411613002/ It was reverted due to failures on internal bots, showing that we cannot deprecate one method.
