Unwrap TL0 pic index to avoid having to work with a wrapped number.

This is to avoid clearing the |gof_info_| map when there are jumps in the
tl0 pic index.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
