Revert "[WebRTC-SendPacketsOnWorkerThread] Cleanup VideoSendStream(Impl)" This reverts commit 77c47947ad098e4182a6244cb998e4fa8c7bd37e. Reason for revert: Breaks downstream project. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
