Add fieldtrials WebRTC-QCM-Static-{AV1, VP8, VP9} The fieldtrials can be used to override the static QP threshold that is used in QualityConvergenceMonitor to determine if an encoded video stream has reached its target quality. The fieldtrials do not change the dynamic detection.
