Revert "Rename FATAL() into RTC_FATAL()." This reverts commit 9653d26f8e83bb685477e7ba5c2adf2863187743. Reason for revert: Breaks downstream project. The WebRTC initiative is a project supported by Google, Mozilla and Opera, amongst others.
