[Adaptation] Apply AdaptationConstraints to all resources Some restrictions previously were preventing adaptation up caused by the quality resource. However, it makes sense to use the same restrictions in the case of other resources. This CL removes now unneeded wire-up of reason/resource causing adaptation.
