Remove StableTargetRateExperiment and usage of TargetTransferRate.stable_target_bitrate from Video allocation and encoder TargetTransferRate.stable_target_bitrate is planned to be deprecated since it is mostly unused and does not currently work well in networks limited by packet loss.
