Delete AudioEncoderFactory::MakeAudioEncoder Make AudioEncoderFactory::Create pure virtual. To finalize migrating AudioEncoderFactory to new interface for creating AudioEncoder and thus guarantee AudioEncoders always have an Environment at construction.
