Move media configuration classes out of PeerConnectionE2EQualityTestFixture. The goal is to remove the dependency between PeerConfigurerImpl and PeerConnectionE2EQualityTestFixture so that PeerConfigurerImpl can be used in PeerConnectionE2EQualityTestFixture API.
