This reverts commit d3c6f9ccffe88749fde8bc1320baa1fe2db15b6b.

Reason for revert: Break downstream perf tests.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
