Introduce some placeholder build targets So that users can add dependencies on them, and not break when a bunch of headers move out of rtc_base:rtc_base. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
