  "message": "PT redesign: handle raw, change allocation and update golden tests\n\nRefactored `MergeCodecsFromConfigurations` to use a multi-pass approach\n(Primary+RTX, then RED, then FEC) to restore the expected payload type\nallocation order for video RED and ULPFEC codecs.\n\nModified `BasicOfferAnswerPayloadTypesStable` to use a different golden\nset when the `WebRTC-PayloadTypesInTransport` field trial is enabled,\naccounting for the different payload type allocation order in the\nredesign path. Added the new golden set for\n`kWebRtcTipOfTreeWithPayloadTypeRedesign`.\n\nAlso cleaned up `auto` usage in several files to comply with the style\nguide.\n\nAdded a specific `SetRawPacketization` mechanism to `TypedCodecVendor`\nand `CodecVendor` to support the `packetization\u003draw` hack applied via\nSDP munging.
