ProcessInterval::pacer_queue is an std::optional\u003cDataSize\u003e.\n2. For GoogCC, CongestionWindowPushbackController already checks the\n   \"WebRTC-AddPacingToCongestionWindowPushback\" field trial internally.\n   If the trial is disabled (default), pacing_bytes_ is ignored during\n   fill_ratio calculation.\n3.
