Mutex, CriticalSection: Switch Mac to _PTHREAD_MUTEX_POLICY_FIRSTFIT.

Fairshare mutexes performed really badly during a Catalina
performance test. This change switches them to use
the _PTHREAD_MUTEX_POLICY_FIRSTFIT policy instead.
