Propagate Video CSRCs modified by an insertable streams frame transform Allow CSRCs to be modified per-frame in an Encoded Insertable Streams transform, to support a web API which allows per-frame CSRC modifications to signal when a JS application has changed the source of the video which is written into an encoded frame. Initially only for Video, with Audio support likely to follow later.
