Fix some dependencies for peerconnection_and_implicit_call_api. Some targets depend on "api/peerconnectioninterface.h" which is part of //api:peerconnection_and_implicit_call_api. Furthermore, peerconnection_and_implicit_call_api depends among other things of headers in //media:rtc_media_base, so we should add it as a dependency as well.
