  "message": "Audio: Apply ABWENoTWCC trial to ReconfigureBitrateObserver\n\nThe Start() path short-circuits the BitrateAllocator registration gate\non `allocate_audio_without_feedback_`, but ReconfigureBitrateObserver()\ndoes not.
