In Scream, ensure start bitrate is set correct if first feedback delayed

This fixes an issue where the time from when a packet was received until the feedback is sent is not accounted for when calculating the initial reference window.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
