Fix for payload type id collision

This collision can occur when we have
asymetrical send and receive codecs. This is the case in the current
code base with the VP9 codec familly but is not visible untill more
codecs are added.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
