Provide Environment to construct VideoBitrateAllocator To allow various VideoBitrateAllocators to use propagated rather than global field trials This relands the https://webrtc-review.googlesource.com/c/src/+/349920 where patchset#1 is identical to the original change, patchset#2 undoes (postpones) the expectation downstream propagates the Environment too.
