  "message": "Add field trial for bitrate limit interpolation for simulcast resolutions \u003c180p.\n\nPrior to this fix, bitrate limit interpolation would be effectively\ndisabled for resolutions \u003c180p, since the interpolation anchors\nin the table were identical for 320x180 and 0x0.\n\nBy reducing the target and max bitrates for 0x0 to 0 kbps,\nrespectively, this fix will enable interpolation. The min bitrate\nis unchanged, in order to not reduce the min bitrate and thus\nrisk poor interactions with the BWE in the low bitrate regime.\n\nThe purpose of this field trial is to evaluate the video quality\nin a large scale test.
