  "message": "Removes old probe controller.\n\nThis removes the old version of Probe Controller. The new controller is\nslightly different, therefore the legacy SendSideCongestionController is\nchanged to accommodate the new function.\n\nMost notably, the functionality is changed so that probes are now sent\nonly from the OnProcess call and not immediately on changing a\nparameter.\n\nThe lock previously owned and used by ProbeController is moved to SendSideCongestionController.
