  "message": "[Adaptation] VideoStreamAdapter broadcasts adaptations\n\nThis moves this responsibility from the ResourceAdaptaitonProcessor\nto the VideoStreamAdapter. A new interface for listening to adaptation\nchanges was added, and the ResourceAdaptationProcessor now listens on\nthe VideoStreamAdapter for those changes.\n\nThis means that going forward,\n\n1. We can do adaptations outside of resource limitations, like setting\nprior adaptations on a resource like initial frame dropper is designed\nto.\n2.
