Remove apm_helpers, consolidate audio config in WebRtcVoiceEngine Refactorings to the audio processing module has, piece by piece, decreased the workload of the apm_helpers helpers. It has come to a point where it seems more reliable to consolidate what little is left into the WebRtcVoiceEngine itself.
