Fix race in CallPerfTest.Bitrate_Kbps_PadsToMinTransmitBitrate Task posted by OnSendRtp might be scheduled after `send_stream_` is destroyed. Fix by using a PendingTaskSafetyFlag, killed from the OnStreamsStopped callback.
