Enable WebRTC-ClockAligner by default
Make ClockAligner default to non-monotonic clock alignment, allowing
it to handle backward clock jumps and clock drift unless explicitly
disabled via the field trial 'WebRTC-ClockAligner'.
Rename fix_non_monotonic_clock_ to disable_non_monotonic_clock_fix_
and initialize it using field_trials().IsDisabled("WebRTC-ClockAligner").
