Revert "dcsctp: Use stream scheduler in send queue" This reverts commit d729d12454906d924d5a142deb3432e2d5fa97ae. Reason for revert: Breaks downstream project. The WebRTC initiative is a project supported by Google, Mozilla and Opera, amongst others.
