Stop using stable_rate from GoogCC Removed from - AudioEncoderOpus - BitrateAllocator stable_target rate in GoogCC is not used for anything except as a stable rate for opus. In order to simplify GoogCC, it will be be deprecated since it does not work that well in loss limited network scenarios.
