Use WeakPtr in SctpDataChannel. DataChannelController used WeakPtr to clear outstanding references upon destruction - except for the case of SctpDataChannel where we had a pointer+flag for the same purpose. This change updates SctpDataChannel and FakeDataChannelController to use a consistent approach.
