[infra] Fix debug_bot_arm to have use_goma=true Linux Debug (ARM) builder is still using Goma. https://ci.chromium.org/ui/p/webrtc/builders/ci/Linux32%20Debug%20(ARM)/18995/overview `Override MB config to use reclient` step fails to replace use_goma=true with use_remoteexec=true because there is no use_goma=true in this builder's mb config. I don't know why the builder uses Goma without use_goma=true. But, maybe this is due to the default setting or some recipe logic.
