Fork VCMDecoderDatabase for VideoReceiver. This is to keep the deprecated VideoReceiver separate from the implementation used by VideoReceiver2 before updating VCMDecoderDatabase to have ownership of the registered decoders. Fixing typo (DataBase->Database) in the name of the remaining class.
