AgcManagerDirect: Refine unit tests Add unit tests `UsedClippingPredictionsProduceLowerAnalogLevels` and `UnusedClippingPredictionsProduceEqualAnalogLevels`. These tests replace the existing tests `EnableClippingPredictorLowersVolume` and `EnableClippingPredictorWithUnusedPredictedStepDoesNotLowerVolume`.
