Register filter loop parameters' start position in VP9 frame header.

This is needed in order to create corruptions (by altering the filter loop params) to test the corruption detection algorithm.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
