Fix compile all in debug mode.

This CL fixes the build for the meta taret "all"
(ninja -C out/Debug all).

More interestingly fixes cascaded_biquad_filter_unittest.cc which
seems not to be run at the moment.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
