WebRtcVideoEngine: Enable encoded frame sink. This change ultimately enables wiring up VideoRtpReceiver::OnGenerateKeyFrame and OnEncodedSinkEnabled into internal::VideoReceiveStream so that encoded frames can flow to sinks installed in VideoTrackSourceInterface.
