Add OnIceCandidateRemoved to PeerConnectionObserver Introduce the new `OnIceCandidateRemoved(const IceCandidate* candidate)` callback to the `PeerConnectionObserver` interface. This replaces the existing `OnIceCandidatesRemoved(const std::vector<Candidate>&)` method, now deprecated, and used the Candidate type instead of IceCandidate. For backward compatibility, the new `OnIceCandidateRemoved` includes a default implementation that calls the deprecated plural version.
