Reason for revert:
The following, seemingly related, unit tests crash on Android32 (M Nexus5X).
org.webrtc.PeerConnectionTest#testCompleteSession
org.webrtc.PeerConnectionTest#testDataChannelOnlySession

A Windows build fails with a mysterious compile error.
