Delete Start and Stop methods from TestVideoCapturer. Preparation for replacing use of TestVideoCapturer as an interface, instead using VideoSourceInterface. Methods kept as non-virtual on the subclass FrameGeneratorCapturer, but it's changed to be started on creation.
