Move network route change handling to RtpTransceiver Relocate the logic for subscribing to and processing network route changes from BaseChannel to RtpTransceiver. This adds a transport pointer to RtpTransceiver, a part of moving channel logic into the transceiver class. As part of this, update the transport internal classes to accept a TaskQueueBase* during construction to allow for more explicit initialization of network sequence checkers. The transport lookup callback used during channel creation is also simplified by removing the redundant media ID parameter, as the context is now captured within the provided lambda.
