Add is_repeat_frame flag to VideoFrame

This flag indicates if a VideoFrame is a copy of a previous frame.
It is set to true by the FrameCadenceAdapter when generating
repeated frames in zero-hertz mode.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
