Add CVO support to RTP sender side. According to http://www.etsi.org/deliver/etsi_ts/126100_126199/126114/12.07.00_60/ts_126114v120700p.pdf, CVO byte should only be added in the last packet of each key frame or when the rotation changes. Currently, we're adding this byte in each frame to start with.
