Pass FecControllerOverride to Vp8FrameBufferControllerFactory::Create Previously, FecControllerOverride was passed to Vp8FrameBufferController::SetFecControllerOverride. Passing to the factory is a more elegant way, since it's only used when the controller is constructed.
