Cleanup of target rates in GoogCC/SendSideBandwidthEstimation. Removing the redundant last_estimated_bitrate_bps_ and renaming some members to better reflect the contents. Also replacing the CurrentEstimate method of SendSideBandwidthEstimation with value specific access methods.
