Merge ScopedFakeClock and ScopedBaseFakeClock Their implementation is almost identical. Only 'InvokesInDelayOrder' test relied on extra behavior of the ScopedFakeClock. This test is adjusted to call 'ProcessAllTasks' itself instead of relying on 'ScopedFakeClock' to do so for it.
