Reland "Fix definition of keyframes decoded statistics" This is a reland of commit 0e37f5ebd44183d9fe5318d844235aae28fda86a with backward compability added to allow downstream tests to migrate to the new signature. Our mission: To enable rich, high-quality RTC applications to be developed for the browser, mobile platforms, and IoT devices, and allow them all to communicate via a common set of protocols.
The WebRTC initiative is a project supported by Google, Mozilla and Opera, amongst others.
