Delete picture id and tl0 index from CodecSpecificInfo.

This is a followup to https://webrtc-review.googlesource.com/61640,
moving the responsibility for setting these values to the
PayloadRouter.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
