Replace all Verify* methods with matchers for VideoStreamEncoder This is a follow up to https://webrtc-review.googlesource.com/c/src/+/175912 to replcae the wants comparisons as well. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
