Remove kDefaultScreencastMinBitrateKillSwitch. The killswitch is no longer needed, because the googScreencastMinBitrate has been successfully removed from the web platform. The native RTCConfiguration::screencast_min_bitrate is still available though because there are other downstream users than Chrome.
