Use version-less CIPD path for android_toolchain To avoid downstream repositories having to deal with a roller breakage on every major revision to the Android NDK, use an unversioned CIPD path. Versioned CIPD paths cause downstream roller scripts to assume each version is an unrelated package and requires manual intervention.
