Simplify PeerConnection::SetConfiguration * Consolidate ice candidate pool size checks (was in 3 places) * Consolidate ICE server configuration parsing (was in 2 locations) * Remove separate blocking call in PC for SetActiveResetSrtpParams(). * Remove unnecessary blocking call inside SetActiveResetSrtpParams implementation.
